# Which blockers override a high score?

Under this framework, the following conditions take precedence over the numerical band.

### Before starting a scored supplier trial

Require at least **2 points on Questions 1, 3, 4, 6, 10, 11, 13 and 14**. Together these establish a defined decision, testable need, coverage scope, common tasks, authorised use, controlled handling, available evaluators and agreed measurement.

If any falls below 2, label the result **“Preparation required: trial not yet ready.”** Public research and clarification discussions can continue; do not carry out an affected export, upload or processing activity without the necessary authorisation.

**Example:** a club scoring **42/45**, with 3 points everywhere except 0 on licensing, is still not ready to start the intended data-processing trial.

### Before using findings or approving a purchase

Apply these proposed rejection and escalation rules:

- **Unresolved player identity:** quarantine the affected record and conclusions until resolved.
- **Missing mandatory footage or fields:** mark the supplier as failing that requirement unless the buyer approves a documented scope change and retest.
- **Unsupported material claim:** exclude it from the decision evidence; investigate whether the problem is isolated or systematic.
- **Prohibited essential workflow:** do not buy for that workflow without an agreed, authorised alternative.
- **Untested replacement dependency:** do not cancel the incumbent until the dependency has been checked.

Any scope change must be visible and applied consistently across suppliers. Do not quietly lower a requirement after seeing a preferred supplier’s results.
