Commission people when the defined gap is assessment capacity or contextual work; buy data when the missing input is the evidence itself. For example, 360 Scouting describes player-evaluation and league-scouting services, use of Wyscout for video work and reporting into club databases; it says live coverage depends on scout location. Do not assume “regional scouting” includes live attendance, independent footage or verified access to local sources.
Use a bounded commission:
| Requirement | What to specify |
|---|---|
| Assignment | Role, player sample, market and decision deadline |
| Evidence | Video or live observation, matches and observation dates |
| Reporting | Club template, supporting examples and limitations |
| Independence | Other clients, agent relationships and relevant conflicts |
| Delivery | Reviewer, revision process and acceptance criteria |
| Confidentiality | Access restrictions, ownership and deletion |
Ask the scout to separate direct observation, attributed information and interpretation. Require counterevidence and unresolved questions, not only a recommendation.
Run a small paid assignment before an open-ended retainer. Evaluate whether the work changes the next assessment action and whether the club can challenge the reasoning.
The same logic applies to building internally: consider a connector when the evidence already exists but integration is missing. Do not commission software development to conceal an unresolved coverage or licensing problem.
